Overview
Thomas Pendrew is Superintendent of the Hong Kong Police Department in Sleeping Dogs. At the start of the game, he helps orchestrate Wei Shen's undercover operation into the Sun On Yee. However, as time passes, Shen begins to consider Pendrew a hindrance to his investigation. Pendrew eventually turns on Shen, considering him having fallen in too deep with the Triads.
In actuality, Pendrew himself is a dirty cop who used Triad connections in order to climb the ranks of the police. As part of his attempt to rid the city of the Sun On Yee, he murders Uncle Po in the hospital by poisoning his IV drip. However, security footage of the crime makes its way to Broken Nose Jiang, who passes the evidence on to Wei Shen. Pendrew, who had been on the verge of leaving the HKPD for a position at Interpol, is instead arrested and sentenced to prison. Pendrew isn't particularly concerned about this until he learns that Shen had leaked information about what he had done to the other inmates, ensuring a quick, violent and likely deadly reprisal.
