just wondering what time if anyone knows when the downloads are usually ready by on XBLA, 
would be awesome if anyone knows...

It's usually 2AM PST if I remember correctly.

2am pacific. I've stayed up for a LOT of xbla games.

It'll be around 3 am on the West coast (PST). AT least that's when XBLM usually updates.
 
Sometimes it takes for the store on the Xbox 360 to update, in which case you should be able to go to http://marketplace.xbox.com/en-US/Product/Torchlight/66acd000-77fe-1000-9115-d80258410a7e?DownloadType=Game and buy/send it to your downloads there no later than 3:15. If the en-US site doesn't have it, try en-UK or en-AU or other regions. It'll be fine and your 360 will automatically download the correct one for your region and language, even if you bought it off the German store or wherever.
 
edit: some folks say 2 PST, but I'm in the Central time zone and they always show up at 5 here, which is 3 West coast.... unless daylight savings time has something to do with it.
