Tozai, Inc. was founded in 1996 by industry veterans Sheila Boughton and Scott Tsumura to promote and expand intellectual property licensing opportunities between different developers and publishers throughout the world, hence the name Tozai, which means "East to West" or "the whole world" in Japanese. They have also started developing and publishing games under the name Tozai Games.
