A clear definition of what a "vampire" is no longer exists. When people write stories used in any medium nowadays, many characteristics of what is a traditional "vampire" have been removed or replaced with other supernatural elements. Because of this, I don't think blanket statements about vampires being "dumb" or not can be correct.

I recently saw the movie, "Shadow of the Vampire" and I know the director (E. Elias Merhige) very well, and it gives a good look at the "truth" of vampires. William Dafoe was brilliant in it, and he portrayed vampires to be smart, though a bit dimwitted at times, but always determined to get blood. I would count that as smart, or at least hardy.

I think it really depends on the movie and or game.
Vampires and other creatures in the legacy of kain series=awesome
Most movie vampires=suck
I get sick of vampires that all of a sudden as soon as they become vampires have super abbilities, or have a extreme shift in perosnality...ect
Vampires should be the same in the outset as you put them so in the end if you continuely keep vampires the same in your canon then im fine with it even when its sucky vampires like in the movies...ect
But don't change your canon to fit the audiance.

Twilight is garbage, they're already planning on releasing a series of turds based on these books. The movie studio is filming in British Columbia right now for the sequel near where I grew up, I should go back to kill everyone who has a part in this cancer of the cinema. If you don't like Vampires due to said turd movie, please watch the first season of True Blood, it's great.

Twilight has warped the preteen mind of how truly terrifying a vampire can be. Instead, we get the cast of a generic CW drama with fangs and sparkly skin. Hooray.
On the other side, other adaptations of vampires are pretty cool. I liked the I Am Legend Vamps, the Morrowind Vamps always properly scared me partly due to the terrible vampirism disease which I eventually got anyway, and my guilty pleasure, Supernatural, has some pretty nice vampires.

Okay, this is what vampires need to be cool:
A) No makeup.
B) No accents. They aren't even distinguishable. They're just accents.
C) Less love interest in humans.
D) Less leather.
E) Less focus on their blood needs.
F) More focus on their immortality.
G) Clint Eastwood or Bruce Campbell portraying one in something.
Then, maybe I'll think differently of vampires in the cinematic sense.
