It's a PS3/PSP game
Well, it'd suck for me as i don't have a PS3/PSP, but i could see this being possible.
Considering Platinum have already made a Wii Game, a DS game, 360 version of Bayonetta, they might go and grit their teeth on the PS3 and PSP.
Maybe i'm missin something but that article, and the idea of PS3/PSP interoperability doesn't really give me a strong "exclusive" feeling?

They didnt have the funds to make a Proper PS3 conversion, they shoved it off on SEGA which fucked it up. Yes, SEGA is Mainly to blame, but its still kinda Platinums fault. They should have just kept it Exclusive to 360. Are you telling me they suddenly have the funds to make a Proper Port? Or are they going to outsource it again and fuck it up again.

- Platinum didn't make Bayonetta's PS3 port, SEGA did. And after that fiasco, I seriously doubt Platinum are going to let them port one of their games again.
- Even if the Bayonetta team, Team Little Angles, had taken care of Bayonetta's PS3 port and failed, Vanquish is being developed by another team. We have no idea how proficient the Vanquish team are at PS3 development.
- We don't know for sure what platforms Vanquish is being developed for. Playstation 3 being lead platform is a distinct possibility, and would completely remove the issue of porting.

"We don't know any of that. For all we know, SEGA -- being the publisher -- could have been the ones demanding a Playstation 3 version, which would explain why they took care of the port.
