Agatha is an old widow who lives by herself in an isolated house in the Capital Wasteland. She is a skilled violinist.

Betty is presumably an innocent girl living in the Tranquility Lane simulation. In reality, Betty is the simulated form of a scientist named Stanislaus Braun.
A dark and flighty resident of Big Town in Fallout 3, who has dated nearly every other member of the town at one time. If you befriend her, she'll give you items she picks up when she's supposed to be on patrol.
Biwwy is a wesident of Wittle Wamplight. Biwwy has a Wazer Wifle for sale.
Bob is the tree growing out of Harold the ghoul's head. Sometimes, Harold likes to joke that Bob's name is actually "Herbert".
Brick is one of Reilly's Rangers. She is an aggressive heavy weapons specialist and has a special minigun named Eugene.
Brian Wilks is a resident of Greyditch, and perhaps the only survivor of the Fire Ant catastrophe that has taken place there.
Butch is the leader of the Tunnel Snakes.
Butcher is one of the members of Reilly's Rangers. He is the medic of the squad.
Carol is a pre- war ghoul who owns a diner/hotel in Underworld called "Carol's Place". She is a mother-figure for Gob.
A ghoul bouncer who has to obey whoever holds his contract. It is possible to buy his contract from a local ghoul, thus making him a permanent companion of the vault dweller. He can be found in Underworld, located in the Museum of American History.
Cherry is one of Dukov's female escorts who wants to escape to Rivet City.
Clover is a slave character companion in the game Fallout 3.
The crime boss and saloon owner in Megaton. Speaks with an Irish accent.
The leader of the Children of the Atom, a cult that worships an atom bomb that stands in the middle of Megaton.
Constantine Chase was the commander of Operation Anchorage.
Dave is the president of the autocratic Republic of Dave. He also happens to be a polygamist.
Deputy Weld is the Protectron that protects the gate to Megaton
Derek is a young boy who lives in Canterbury Commons. Unlike Uncle Roe, Derek is excited about the presence of the super heroes.
Desmond Lockheart is a character that appears in the Fallout 3 expansion, Point Lookout. Desmond, a ghoul, is one of the main quest givers throughout the DLC.
Doctor Zimmer is the leader of the Institute's Synth Retention Bureau. He appears in Fallout 3 searching for a missing synth in Rivet City but goes missing sometime after.
Dogmeat is a Blue Heeler that the Lone Wanderer is allied with in Fallout 3.
Donovan is one of the members of Reilly's Rangers. He is the tech specialist.
A scientist who formerly worked with James (the Lone Wanderer's father) on Project Purity in Fallout 3. She works for the Institute in Fallout 4.
