He calls himself the saiyan prince because THERE IS NO VEGETA TO BE KING OF. Frieza destroyed it when Goku was still an infant, and Vegeta was a young boy. Also they didn't want to overuse the title of KING on their characters. What with there being a king Piccolo, King Kai, King Yanma, Ox King. King Dabura. Etc..
