4 is not a huge change from 3, but it is an improvement in every way. I actually like that, take something that is good and make it better.

The campaign is also good, enough to keep me interested and I only used sandbox mode in the earlier games. You even have skills that level up as you use them.

I am also not sure if 3 had Quick Build, that is the biggest game changer if it didnt.

It had me at naked Mardi Gras women.

• The ability to raise export prices or lower import prices
• More buildings that, actually, are useful (such as a fire house that lowers building upkeep)
• Additions to buildings such as A.C. to tenements that raise the quality by 15
• tourism buildings are better and more specialized (such as attractions for kids)

Don't forget the endless nickel-and-diming on the DLC. It's a great game, but little more than an incremental improvement over Tropico 3. However, that didn't stop yours truly from dropping some fat cash and enjoying many hours playing it.

So far this just seems like improvements that could have been on 3 in a patch or bundled in an expansion. Will wait for Steam to have some complete pack sale and pick it up then.

I am gonna wait for Tropico 4 to go on sale just Like I did with Tropico 3.
