Where is the Ouka job broker?

Does anyone know where the Ouka job broker Joji is? I have played through multiple times and have never seen him.

Edit: He's in the South East guard tower on the inner perimeter where the main house is.

If you become the boss of Ouka clan, you can go to him and get 1000 yen a day. Details below.

1. Join Oaku Clan by talking to gate guard.
2. After cutscene with the fat guy, wait for the two that are standing to leave. Then kill Genjuro
3. Become Boss of the Ouka Clan
4. Speak to the Job broker. He gives you 1000 yen daily. (there does not appear to be a penalty, even though he encourages 500 per day)
5. After receiving the yen, immediately go to Takatane village and sleep until the next day.
6. Go back to the job broker and receive another 1000 yen.
7. Repeat steps 5 & 6 until you get bored/ get your fill.

You probably already know this by now but when you join the Ouka and don't attack their leader Joji (the Ouka job broker) will offer you jobs. He can be found in one of the guard towers outside the building where you first meet the Ouka leader.
