    So I renewed my subscription to wow and am planning on making a new character. will I find more people to play with on a "new player" server or on a high population server? or if there are people here who would like to join me.

    Best to either use a new players realm or browse the realm forums of the popular realms.
    It'll give you a good indication if there's a shortage on either side or if they're overflowing with Blood Elfs. ;)
