Good question, I would assume that current generation (360) games have the priority but if they see a popular demand for old games, they would consider the idea.
Wait, I don't understand your question, the only time you can install games on your Hard drive is if you buy them off of the Xbox Originals section on Marketplace. Otherwise you can't copy them from disc to hard drive.
They've got no incentive to do it, and they probably have to discuss it with publishers, but it would be cool if they did.
It'd be even better if they threw out the disc-in-tray rule for original Xbox titles. I remember ripping my games to my softmodded original Xbox. Not having to put in a disc was pretty awesome.

Of course. It will show up in the memory section when you look at the page.
Is it really needed though? Many original Xbox games takes advantage of the HDD in some way and the the 360 is also fairly quiet when playing them. There are also the downloadable Xbox original that are played from the HDD entirely.
