In my opinion this is the right move at the right time (if true of course & as long as they don't mess it up). They will probably take a hit in initial sales, especially if the PS4 allows used games, but I have no problem with this. This is a move wanted by a large number of publishers and will protect their investments & properties to a large extent. It will be interesting to see if the publishers continue to support them, if sales are affected greatly.
The only negative issue from my point of view is that it may make it harder to find certain titles which have low production runs or limited releases. They can avoid this issue by having everything available in digital form from the outset.
Closer parity to Steam's digital distribution model is exactly what they need and is long overdue. I have 300+ games on Steam & cannot sell/trade them, ever. That does not stop me from buying more games than I have time to play.
However, if I cannot download and play Geometry Wars 2 (which I purchased on the 360 & all other XBLA titles) on the Durango, then they have made a real mistake imo.
