I turned on my console to play teh Haloz with some friends, and for some reason I couldn't send messages or a start party. I went on xbox.com to send a message, and it told me my settings didn't allow me to do this. The hell? So I follow the link and somehow one of my communication settings was changed so that I couldn't communicate with anyone. I've now changed it, the change is appearing on my Xbox 360, but I still can't send messages, start a party, or talk/hear in game.

What. The. Fuck.

Maybe Stepto's team at microsoft has blocked your ability to send messages. I know they have the power to do that. The question is, have you given them a reason to do it?

Well xbox probably knew you used words like teh and Haloez so they banned you from messaging.
