I'm ~14 hours into my game and I have about 22 soldiers, only one of which is support. Every time I use a rookie he ends up being a sniper or a heavy. How do I get more support? Or is it just random?

It's random. This happened to me so I just kept bringing rookies out and leveling them up.

I have only gotten 2 Snipers, and 0 women. Its all random.

It seems like getting support dudes is pretty uncommon. I have a shit ton of snipers and I don't know what to do with them all. I'll probably just dismiss most who aren't psy-capable.
