Frames per second is the rate at which a game can render individual and unique consecutive frames in order for the game to be seen on screen by the human eye.
A rare few console games will provide a setting that allows players to lock the frame rate at 30 frames-per-second. This is typically for console games where the frame rate is able to rise above 30 but isn't consistent. However turning the setting on may also sacrifice vertical-synchronization in the process.
The delay between what you do and when it actually happens, latency can result in a lessened ability to enjoy a game or get high scores.
