The A-91 was developed by the KBP Instrument Design Bureau, in the Russian town of Tula, in the 1990s.  The rifle has an integrated grenade launcher that can effectively fire 40mm VOG-25 and VOG-25P fragmentation grenades. Originally made to fire 7.62 x 39mm ammunition and accept standard AK mags, the A-91 was later made available in 5.56 x 45 NATO chambering.
