So I was going to buy a new rig now when christmas is over, but shit happened and I'm gonna have to wait a month or two for that.
Anyways, will Alpha Protocol run with an acceptable framerate on my current computer, or should I just wait and buy it when I get my new one?

You should be able to run it, and if you have any problems, try reading through this thread, there are some pretty useful tweaks. It made my game run a lot smoother, and overall made the experience way better. I ignored their tweaks when it came to his moving speed, and all that crap, I just tweaked the engine stuff.

And Mass Effect 1 somehow was off the charts it was so good, even though ME2 plays far better than 1 on my comp.

Those sites simply look at the minimum requirements, it's the same thing as going to Steam and looking for yourself. Minimum requirements are basically what it takes to install and load up a level, not what it takes to get good image quality or good performance.
Alpha Protocol, like most other UE3 games, is highly optimized and runs great on any mid end system (HD 5770/GTX 460 768MB) or above. Yours is below that though, so you'll probably have some issues, but for what it's worth it will probably still run and look better than the console version.
