'Speed blur' name change to 'motion blur'?

This way it will cover everything from the motion blur effects in games like Crysis and Perfect Dark Zero to racing games like Project Gotham Racing 3&4...

Speed blur and motion blur are two different concepts, if you ask me. Motion blur is when you swing the camera around and the whole environment blurs, and speed blur is an effect applied to the fringes of the environment if you are going exceptionally fast.

speed blur is more in racing, when you go fast. while motion blur is when you swing your mouse on crysis.

I agree, lets keep them as separate concepts.
