Cannot subscribe to premium; "Merchant not enabled for reference transactions"

What the title says really, I try to get premium using paypal and I get this message.

What that said! We are waiting for Paypal to review our documents right now but hopefully it'll be done soon. I'll update that post when I know more and I'll kick you some free time in the meantime.

I was looking to upgrade to Premium but it looks like PayPal isn't working for a slightly different problem. I've tried on my phone and on a PC and get the same error. Any ideas?
