Location In Game
Arefu in the ingame mapArefu is located a short distance to the west of the centre of The Capital Wasteland Map, it can only be accessed by the ramp on the south side of the bridge. It is situated over a expanse of water.
Background Story
Arefu is a village situated on top of a elevated Beltway bridge in D.C. It is made up of four houses and one abandoned building at the foot of the entrance ramp, and if you complete the associated quest in a certain way it becomes the residence of a member of The Family. The Four houses in which it is made up from are The Ewers residence, Evan King's residence, The West residence, and the Schenzy residence.
The Family in their ResidenceArefu has found itself to be under constant attack by The Family which inhabits the Mesereti Underground Train Station, They are Vampires and or Cannibals, and as such have been known to take some of the villagers for feeding, and the Lone Wanderer later finds out that Ian West had recently killed his parents and fled to The Family in Mesereti Train Station,
Arefu is one of the starting locations for the Fallout 3 Quest
"Blood Ties" which has a Xbox 360 and Playstaion 3 Achievement/Trophy tied to it. The towns name may be derived from the sign in the town which say Careful, in which the C and the L have faded away to spell Arefu, also Arefu is a small village in Romania, most well known for its proximity to the former castle of Vlad Tepes (known as "Dracula" and "Vlad the Impaler"). This is a clear reference to the blood-drinking Family whose thirst for blood is similar to the fabled vampire "Dracula"

Brailee Ewers
Brailee EwersBrailee Ewers is a resident of Arefu, she is married to Ken Ewers and is renowned as the town idiot, she is not very smart and still believes that she is living in the time before the Fallout, during the Graet War. When she first meets the Lone Wanderer she greets him as a Postman/Mailman and asks whether her "Fall Catologue" has arrived. If you finish the "Blood Ties quest in a suitible way she will bake you "Cookies", but because of her intelligence, she gives you a Tin can
Ken Ewers
Ken EwersKen Ewers is one of the small amount of people who reside in Arefu. He is known to Make fun of his wife's intelligence, due to the fact that she seems to believe Arefu to be an ideal place to live, He is agressive at first to the Lone Wanderer, and during his dialoge he will insult him often, If you finish the quest "Blood Ties" he will offer to repair your items, He can only repair your items up to 49% but, it is still a nice gesture.
Evan King
Evan King is the "leader" of Arefu, and stands guard over the town, when the Lone Wanderer first appears
Evan Kingat Arefu, he throws a grenade at him nearly injuring him. He talks the the Lone Wanderer and tells him of The Family and how they have been raiding the town. If you talked to Lucy West beforehand you will have the note to give her family, Either way he will ask you to help him. He requests that you check on all of the residents of Arefu to check on their status, this is when the Lone Wanderer finds the West parents dead in their house. When you report this to him he sends you to search a few locations to find Ian West, who he believes to have been captured by The Family, after completing the quest in a way that gives protection to Arefu, Evan King gives you access to some weapons and will give as many alcaholic drinks that you desire.
Karen Schenzy
Karen SchenzyKaren Schenzy is a resident of Arefu and upon completion of the quest "Blood Ties" will give you the locations of Dickerson Tabernacle Chapel, Five Axles Rest Stop, Fort Bannister, Rockbreaker's Last Gas and Shalebridge onto your Pipboy Map.
Ian West
Ian West is a resident of Arefu and flees to The Family's Mesereti Train Station after he kills and drinks his parents blood, when you find him
Ian Westand convince him to return, he tells you the tale of how he got the taste for human flesh. He states to the Lone Wanderer that he and Lucy were playing outside, when a Scavenger started harassing the brahmin outside of Arefu when Ian went to warn him to stop. The scavenger became hostile, and came at Ian with an object. The Scavenger hit Ian over the head and went for Lucy, but Ian tore his throat open with his teeth before he got to her. Eventually he snapped and killed his parents, at which point The Family took him in and tried to convince him that he was not a monster, and under Vance's guidance learned to feel better. If you confront him with Lucy's letter he agrees to go back to Arefu knowing that she is safe and that someone did care about him.
Alan
AlanAlan is a Vampire/Cannibal whould will protect the town of Arefu if you strike a peace with both factions and ask that The Family protects Arefu in return for blood packs. He will become hostile if you attack either The Family or the residents of Arefu
