    A year after a truce between the United World Forces and the Raian Kingdom was signed, former Raian army captain Azrael, who has enhanced his body with cybernetics in an attempt to become "the perfect warrior", has assembled several thousand other cyborgs and declared war on the Raian Kingdom. Utilizing resources he has stolen from the army, Azrael invaded the Raian capital of Merkid and began terrorizing the population and abducting civilians. After claiming a dictatorship on Raia, the United World Government dispatched an elite squadron of warriors called "Bloody Armour" to attempt to free Raia. Azrael is encountered on three separate occassions throughout the game before being destroyed by the player.

    He pilots the WARLOCK.
