Development started in 1998 as Civ Evolution, using assets ripped from Sid Meier's Civilization II. By version 0.2 the game's name was shortened to C-Evo and original art was created for the game. Version 1.0 was released in 2006.

The game has been released to the public domain as open source software and has a module system for custom AI development, which has resulted in a number of user created AI's for the game, as well as the professional use of the game as a platform for AI research.
