    Overview 

    California Fire and Life is an insurance company. Headed by Curtis Benson, it also employs war veteran Jack Kelso. Seemingly innocent, the company is revealed to be in cahoots with an insurance scam. The scam, which involves many high officials, plans to burn matchstick houses down and pocket the insurance money. The houses are part of the Suburban Redevelopment Fund to build homes for ex-G.I.s.. Said fund is financed by illegal army surplus morphine and the houses are being built by Elysian Fields who will make sure that the houses are burned. The California Fire & Life hold the insurance papers to the houses and each time that a house is burned, the money goes to Elysian who splits it between members of the scam, including Benson. 
     
    The plot is stopped by Jack Kelso and Cole Phelps.
