7/10 really that surprising? thats not a bad rating and where you really expecting modern warfare 2 ratings?
To translate the "summing up" of the review, next to the score, they say essentially that it's Treyarch's best COD game, though without a doubt not the best in the series. The story was well told, but they complain a bit about the length, being 6 or so hours, and that it contains most of the trappings of a modern warfare game in terms of story and set pieces. They commended treyarch for taking a lot of lessons from WaW's multiplayer and that the multiplayer of the game is excellent.

Although more prevalent and varied (motorcycles, tanks, jeeps, patrol boats, helicopters ...), they are better used and serve as supports to sequences quite successful. It will be appreciated and the behavior of the helicopter, which combines automatic steering and hand controls for a very successful outcome, or some heartfelt moments of bravery in command of a boat ... even if the soundtrack used by the developer for this sequence, the Sympathy for the Devil Rolling Stones, is probably not for nothing that the benefit is brought to this mission.

But Treyarch has also considered the multiplayer title, and with talent. The basic gameplay of Call of Duty multiplayer certainly has not fundamentally changed with this episode, and there is therefore a system of continuous experience, the perks / benefits and other weapons to unlock, all in a gaggle of game modes . Mass Effect 2 probably deserves better, but the rest don't seem unreasonable.
It says that there was a heated debate on whether to give it a 10/10 or lower, and they decided on a 7, purely on the omission of 'white flag' perk
