The main villain in Borderlands, she first pops up when the player kills Sledge. During this instance, she tells the vault hunter to give up the vault piece and surrender. Steele tries several times to impede the player's progress during the game, even going so far as to shut down the ECHOnet. The player briefly encounters the Commandant in person only twice. The first during an ambush by the Crimson Lance, Steele can be seen and heard from afar a safe location. The second time is during the end of the game where Steele cites her victory and shortly after gets killed by the final boss, The Destroyer.
There is some speculation that Steele is a Siren because of her unique tattoos, the very Siren that Lilith seeks.
She also re-appears in the Borderlands DLC Claptrap's Robot Revolution where she has been resurrected by Claptrap's robotic technology and is referred to as Steele-Trap. You end up fighting Steele-Trap twice in throughout the course of the DLC and fights similarly to the Lance Assasins found in The Secret Armory of General Knoxx DLC.
