Should games which use the ingame engine to deliver non-interactive sequences be considered to contain cutscenes? If so then surely every game contains cutscenes?
    Maybe only
non-interactive sequences over a specific time limit should be considered cutscenes.
When a new level is started and a short sequence is played of the player entering that level, is this considered a cutscene?

A cutscene is where the player is removed from the action - a scene 'cut' in to the gameplay - so yes, almost every action game has them.
I imagine everything of this nature should be considered a cutscene.
