    Elysian Fields is headed by Leland Monroe. Monroe is one of the top members of the Suburban Redevelopment Fund, which is building homes for returning World War II soldiers. 
     
    It is discovered during the arson cases that the Suburban Redevelopment Fund is really a scam. The houses built for the soldiers are purposefully constructed using cheap wood and then burned down. Elysian Fields collects a huge amount of money through insurance and then hands the money to the top officials, Monroe included.
