    It looks pretty much the same as the armor of the NCR trooper on the cover of the game, aside from the black color. So I'm not sure if it is indeed black, or maybe its just the same brown color as the dude on the cover and the dark setting is making it appear black.

    That is the Desert Ranger Veteran armour. It is in the game, but the Ranger Veterans only appear when you're roughly two thirds into the main story. Sadly, it is faction armour and equipping it will make your reputation neutral.  
     
    Also, you can only gain it by killing a Ranger Veteran. This will kill your rep with the NCR.

    I was able to get it by reverse pick pocketing some C4 into a veteran ranger then waiting till he went to sleep. Boom! Didn't lose any faction rep that way.

    Yeah, that is a good idea. Thou I didn't see any of those guys until the end of the game.

    There are times where its possible to kill a vet with out loosing rep.  
     
    Kind-of buggy ways by getting the vet to be aggressive and having a companion kill him. Or  use Mr. Sandman. 
     
    Later in the game there's a part where a plot event has one die and you can loot it. But that's laaaate in the game.
