So I came across this big list of new perks but as of right now there looks like to be some great additions. Especially to someone who is playing on hardcore mode.  Currently Pack Rat and Long Haul sound awesome and could really help trying to bring supplies around

Jury Rigging - My favourite new perk I think. Sounds like one of the most useful ones to have.
Laser Commander - I love Energy Weapons, so would definitely be tempted to take this perk.
Long Haul - Sounds really handy too. Fast travelling back and forth to sell half the loot I've just collected sounds like a good way to make monies, among other things. Not 100% sure if I'll take it yet though.

Lovely perks. I have full confidence New Vegas will surpass the awesomeness level that FO3 gave. And the mod community will thrive too.

I mean it's not like fallout 1 or 2 (which was made in the late 90's) had perks or anything

Argh! I can't stop thinking about F: NV.

I even pre-ordered the Collector's Edition for this game.

And let me clarify why I even bring up this fact. I'm 22 and I'm a video-games nerd to the core, but I've never bought a collectors edition in my life, because I view that CE stuff as marketing BS that's designed to simply suck some more money out of us, when all we really want is a game to play.
So this's a very big deal for me!
I just hope Obsidian don't do an Alpha Protocol on us. (I know they didn't create the F3 engine but either way, Alpha Protocol was a piece of garbage, and I desperately don't want F: NV to be garbage.)

Rad child seems really situational since high rads bring heavy stat loss so maybe it's for hardcore mode. Packrat also seems weird but maybe its for crafting ingredients or to make bullets seem lighter if packrat affects them.

Found a giant list of perks in new vegas. Lots of nice new ones to mix things up.
