World question (SPOILERS)

The entire beginning of the game has a carnival like area advertising how great Vigors are. Apart from the Crows, no one uses them. Why does nobody else enjoy the splendor that is a giant prehensile water tentacle? This question needs answers.

@jaecee: They imply that they are brand new, so you only get a few "heavy" enemies that use them like those Crow guys and the Firemen.

Maybe they can't afford them? Fink may charge a premium on them? Maybe the religious nature of the community has them only take them in moderation, like alcohol. They could have more self control then the people of Rapture.
