Floating Formatting Bar on Comments

If I enter into an article with Chrome at half-width in Windows 10 as I scroll near the bottom the formatting bar pops up under the navigation bar. If I reload the page it is fixed. I don't see any errors in the Console.

From my own experience, this has been an ongoing issue on many iterations of Firefox and Chrome, on both Windows 7 and Windows 10 machines I’ve used, for at least the past 2 or 3 years. Doesn’t seem to be strictly limited to the window being half-width; I’ve seen this occur on maximized browser windows on both laptop and desktop resolutions. Doesn’t affect mobile since it doesn’t have the formatting bar unless you really force it to show as desktop, but this seems like a fairly common issue when viewing the site on desktop browsers.
