Early reviews of the newer one are showing that it uses the same interface as the 2016 Steam update of the earlier one, only with all games included in one retail package.
EDIT: Confirmed. It's the same thing. Console versions are just a bundled compilation (no "piecemeal" DLC). All additions to the console version (like online multiplayer) were also added to the PC version in an update.
