Surely The Covenant & The Forerunners are characters not concepts

Surely they cannot be considered concepts, they are clearly a race in a game and should be listed under characters. Then it would allow the covenant to be listed as an enemy of master chief etc. Game concepts are things like experience points, cover systems, not alien races...

Characters are specific people, not races.  They said on the Bombcast that the future might see the addition of new categories like races and vehicles.

The best place to put an organization or race at the moment is in concepts, even if it doesn't quite seem right.

Yup, for now races stay as concepts.
