It depends but I try to and sometimes like MGS I went back after the new one because everybody told me the reason I didn't like the fourth one was because I didn't have a good feel of the back story.

Yakuza 3, funny thing is that I played through 1 and 2 in a row and got really burnt out from the game, and I didn't bother buying the third when Sega released it in NA with cut contents, will pick it up some day when I'm extremely bored.

I have in the past (God of War 2), but it wouldn't be something I do for every game.  I had already played the first God of War and wanted to play the second.  
 
Rachet and Clank Future: ToD was my first Rachet and Clank game.

Played Just Cause 2 without playing the first. For obvious reasons. 
 
The distinction is not based on the focus on story, but whether or not the story progresses linearly through the games. For example, Final Fantasy.

It depends. With something story driven like Gears of War of Modern Warfare, yes, but with something like Splinter Cell: Conviction that is stand alone, no.

Almost never.  The only time I could see it mattering is Mass Effect.  If I want to bone up on the story, I'll read a wiki.

If I needed to play the old game/s to understand the story in the new game or if the experience of the new game would be greatly enhanced by playing its predecessor/s then I would play them but in general I usually just jump into the series with the game I'm looking to play.
