I thought I'd ask this after all the complaints about Dead Rising's Canadian Accents. Personally, I don't care at all, and didn't notice it in DR2 as I'm Canadian!

If it suits the character - like their nationality just for starters - then I like them. I'm not too fussed either way, though.

I'm British and therefore almost every game has an accent that isn't mine. But if we're talking about different accents than the norm in games, the Bombcast crew have recently been decrying the over Canadian-ness of Dead Rising 2. I haven't experienced it myself, but I've never noticed in any BioWare game or any other from a Canadian studio. Then again, being English I suppose I'm less likely to immediately tell the difference.

When done right, awesome. They add variety and personality to the cast. Everyone speaks differently in real life, why should video game characters all be cookie-cutters in the accent department? 
 
When it's forced or done by poorly-trained voice actors, it's just as annoying as it's in real life. And even offensive, if the accent is based on blatant stereotypes.
