I have 2 US accounts (1 for one of my friends), 1 UK account and 1 Japan account on my PS3. I've put points into the Japan account bought stuff there played it on my US account, I've played stuff I bought on my US account on my Japan account. My friend can play anything on my PS3 even though he's not bought anything.
Additionally, as Tearhead says, you can play these games on more than 1 PS3 as well. I don't think every single PSN title allows this, but most will give you 5 activations, they're meant to help you incase you buy a new PS3. This is separate from just playing the games on your 1 PS3 across multiple accounts. Playing a game on a different account on the same PS3 won't use an activation.
