I hate to burst your bubble, but it should be pretty clear that you'd have to pay to use the rights to those characters. So unless you're a millionaire, this just won't work. And even though you're just making a cover, at least in my art school, using copyrighted material was a big no no.

Still, a stealth game from the killer's POV would be cool, so just forget about Freddy, Jason, etc. and make something new.

I like this idea - kind of like a survival horror game from the perspective of the monster(s). My only problem would be the implied "stealth" mechanic. I think depending on what villain the player chooses, they should each have different strengths and weaknesses that as your wanted-level increases, the more local teenagers will figure out how to exploit. But I'd make the stealth...optional. Part of the fun factor of being a Jason Vorhees-type is just rampaging through some suburban home slaughtering people. I'm sure Jason didn't care much for duck and cover. Good luck!
