That page is just a summary of whatever the editors think are "notable." Wikipedia maintains full lists for games released every year as a separate category of pages. 2002's can be found here.
That being said, my gut feeling is to go with GTA Vice City since that game had a profound impact on my understanding of the importance of settings in video games, but Morrowind, Wind Waker (I speak Japanese, so I'm allowing it on my own list as well), Splinter Cell, and maybe Cubivore (if I was in a super subversive mood, granted) could have all been serious contenders.
As a side note, totally wasn't aware that both the remake of RE1 and RE0 came out in the same year. I always figured they had a bit more space between the two. I guess two different teams at Capcom worked on them, then?
(Edit: Clearly the Atlus classic Nijiiro Dodge Ball: Otome Tachi no Seishun is the winner, though.)
