Help me find this game

Ok so theres this game that has been stuck in my memory for years but i don't know the name of it.
 
Its to the point where i'm thinking it might not be real..heres what i remember from that game
 

• Its an old PSX game.
• It may or may not take place in 2004 (with a futuristic setting)
• There may or may not be two characters, one female, one male (the male might have spiky brown hair)
• They have guns
• You shoot rob'ts (or atleast in the one level i played)

• Its a third person shooter i think..
• The boxart shows the characters

Well the fact that you describe it as "may or may not have...", it is going to take some thinking in order to find out the game.
Also, what the fuck are rob'ts?

Was it fighting force 2

My memory is pretty effin foggy but i dont believe so..she might be white with blondish hair. The dude is definitely whitish with brown spikey hair and possibly a bandana "

This is a shot in the dark based on all that you posted at first but could it be Syphon Filter?

it's probably a terrible game and you shouldn't try to find it

Did the guy walk around shirtless, with a really awful tattoo?  If it weren't for the robots, I'd say it sounds somewhat similar to Countdown Vampires.

i was thinking of dino crisis, but i havent played the game myself so its a longshot

Somebody said Fear Effect earlier. Are you ABSOLUTELY sure that this isn't correct? because that sounds alot like it.
