How do you add someone as a friend?

Due to me being a fucking noob, I don't know how to add someone as a friend. Can someone help me? Please?

Below people's avatars, there's a link "Add to Network".

when you're on the forums, under somebody's avatar, click "add to network" and then click "my friend"
