Not being able to chat is actually pretty common and sensible. Marketing spam becomes really obnoxious once advertisers can make characters at no cost.
@Moonshadow101: You know, I thought about that, and that would make more sense if they didn't allow you to send zone-wide messages, shout or send whispers. But not even being able to chat in the direct proximity of my character is silly to me.
