Looking for Steam-like library software

Was wondering if anyone could help me out with this. I'm looking for something to organize different applications similar to how the Steam library works. Just something simple where I can have shortcuts to different things. Having pictures to go with everything would be preferred, but was wondering if there was anything like that out there.

If you have Windows 8, you can pin programs to the start screen. You can even get rid of all the Metro Modern apps and create different categories too. You just need to remember to pin the program yourself everytime you install a new program. That works for me but I don't know of any software that would organize it for you automagically.

You can just have all of your shortcuts sitting on the taskbar.
