Obviously it was a conversation between the two as they planned world domination by turning americas youth into super soldiers via advanced murder simulators. =p

Aside from that it seems like a largely random reagan quote with miyamoto tossed in at random, if its supposed to be controversial or stir debate i don't really see how, video games effects on hand - eye coordination is fairly well known, and while i doubt it would make you a ace pilot by playing madden every day, videogames have been used by surgeons for warm up prior to surgery.
