Street Fighter the Region?

So far everyone I've fought has been in either the U.S. or Canada, but I just finished a match where the user's flag was the Super Street Fighter IV logo. Is this because they're somehow hiding their region, or does it mean something special?

My guess was that they were from an odd country that isn't so common?

Probably from some obscure place in east Europe or Africa

I was wondering the same thing. Not sure, myself. I was assuming they were hiding their region.
