Did anyone else see this off Kotaku?

Basically, Nintendo is giving people a way to anonymously rat on retailers that sell the R4 as well as websites that host DS games for download. What do you guys think, is this a god idea? Personally, the sites that I know of that sell R4s and R4-like carts are also the same sites many people go to for modding and other homebrew (and legal) stuff. I imagine they'd be loathe to report such a site. Is this the only way Nintendo can think of stopping this problem?

Tattle on Pirates
I have a device similar to that but I don't use it to play games illegally. Doesn't seem right to me.

isn't it a little too late to be trying to stop pirates? i mean, they're pretty much unstoppable now.
