There are many things about my country that I truly love. I feel that some parts of the Aussie culture are better than any other in the world.
 
Our internet, however,  is very much not one of them. 
 
We have always been slow and lumbering when it comes to innovation in the area with our current level often being compared with that of some third world counties. However, I have never thought of our progress as backwards, just slow. A product of having a landmass larger than the continental US and only 1/6th the population. Today though, that opinion changes. Drastically. Why?
 
This morning, Communications Minister Stephen Conroy announced that they now more or less have the go ahead for the implementation of a mandatory, ISP level internet filter dubbed the "Clean Feed". It hasn't been all the way through parliament yet, but it is expected to pass and be fully operational by August 2010. This brings my country in line with such open and free thinking nations as China and Iran. 
 
I am angry, and judging by the fact that within hours of the news being broken, #nocleanfeed has become a trending topic on twitter, my fellow Australians are as well. The filter is both in principal and practice, a horrible idea and deserves to die a slow and painful death. I'm also willing to bet that anyone reading this could bypass the thing in less than 5 minutes. 
 
I am angry. Angry at all the idiots along the entire line who ever thought this was a good idea, and perhaps even more angry and the many, many people who must have seen it and know how much of a stupid idea it was and didn't pull the minister aside and say "Y'know I'm not too sure about this whole internet censorship thing"

Basically its going to check every website you visit against a blacklist of banned sites and if you try to visit one it'll block it at the ISP level. Of course its not going to be anywhere near as bad as China's one, but once its there, its there. Its a horrible idea, goes against my right as an adult to decide for myself if something is appropriate to look at and doesn't even work well (There was a field test done, the report for which may as well have had a giant red FAIL stamped across it).

My understanding was that this would only block content from sites that contain criminal content such as child pornography. 
So not necessarily censoring the internet so much as enforcing the law.

I always thought Australia was about open-mindedness, multi-culturism and freedom of speech. Which is why I always found their bans on video games odd... And now this!? I think they just hate video games, the internet and computers in general.

Question?  Why the fuck do Aussies keep electing these censoring big brother wanna be scum bags?  When you get right down to it, it's the Australian people who are really at fault here.  The voters of your country have to care enough to send a message, and by the fact that I've been reading about these assholes for many years now, it's obvious the mass majority of your people just don't give a rats ass.  They just don't care.

Militias have a reason to exist. So the firewall doesn't work well now. Think they won't upgrade it? Think they won't find it more convenient to just block things like Twitter and any forums like Giant Bomb that show dissent? It's so much easier when you don't have to listen to opposition. Just look at China. Start buying your armament now. And no, I'm not Australian, but this is the same level of insanity that people were screaming would happen in the US for years because of things like the patriot act. Turns out they were all looking at the wrong former colony.

I have to admit, this is part of the problem. A lot of people I know, know nothing about the internet and technology in general. I have a friend, he plays games but has no interest in internet culture (he doesn't even use mainstream stuff like facebook that often) and when I told him about this he basically shrugged and said "oh well". He's not an idiot, and objectively, he can see what's wrong with it, but it has no affect on his life and he just doesn't care. That said, those of us who do are a vocal bunch, which is evident with #nocleanfeed being the number 4 trending topic on twitter right now.

Actually, no. Atkinson was appointed by the government of the state of South Australia. One easy way to out him is to vote Labour out at the next state election (here's hoping for a monumental sex scandal or some such). 
 
Is there a source for the filter being greenlit? I haven't seen anything about it recently on OCAU or anything, which would be quite strange if true (or maybe I missed it..). 
 
I honestly never thought I'd vote Liberal, but I am planning on it next election. I was so happy to get John Howard out, but I guess it's a case of better the devil you know, as he didn't have any plans for this sort of filter. Voting for Abbott though.. Ugh. Makes my stomach churn.

The reason they get voted in is because a) the vast majority of voters consider this a non-issue and b) they don't exactly make their plans for these things known before the elections. I voted for the current federal government quite happily. What little they DID say about an internet filter before the election had it clearly as an opt-in filter, something that would not be forced upon anyone, and not enforced at an ISP level.

Ta. Will be interesting in a sort of morbid way to see how it goes in parliament. It may not be so guaranteed of passing, really. When you consider that most of the Liberals will vote against it simply on party lines, and possibly out of fear if they've heard the reports of content not actually fitting those parameters being blocked (including some political websites, anti-abortion sites etc.) in the trials.

Yes, except that a blacklist was leaked out during the filter trials earlier in the year, and contained some very much legal sites.

What I was referencing was that the original ISP-level filter (when initially proposed) was to be opt-in, but still at ISP level. Which, honestly, isn't such a terrible idea. Client based filters have a lot of issues themselves, least of all being the incredible ease with which they can be bypassed.

I know it sounds a little conspiracy theory-esque, but that's where it starts. If its just for illegal material, why have the filter in place? There are many, many better ways for the government to find illegal stuff online and deal with it. Methods that are more effective and cheaper than what they're doing. Methods that are already being used. At the very least this is still a massive waste of taxpayer time and money. Especially as its so easy to bypass. Add on to that the fact that they are publishing the blacklist publicly which means what they are basically doing is giving out a list where people can find this stuff, punch it into a public proxy and view away. Which isn't to say I want the blacklist private. During the test a early copy of the blacklist was leaked and it was full of sites that weren't illegal in any way shape or form

Besides, blocking graphic material is something my High School did...on their computers. This is the government blocking things on your computer, this is the difference.

The list isn't public yet. Its meant to go up when the filter starts which is slated for about August next year. The content that will be RC (refused classification) is described as and I quote: " gratuitous or exploitative depictions of sexual violence"
 
Note: The description isn't directly from any filtering news, but its what the rating board (OFLC) considers as stuff that should be RC'ed

A law similar to this was proposed in Germany as well, and passed almost all the necessary steps and institutions and votes.
 But every law has to be signed by the Bundespräsident (the "highest" office, though it is more representative than power-holding), and he straight-out refused to sign it.

Hmm, I'm not so sure. Remember, its the ultra-conservative, right-wing, wowzer SOBs led by Abbott, Andrews (God, I hate this bible bashing prick) and Minchin calling the shots with the Coalition now. This kind of thing seems right up their alley. This could get bi-partisan support if/when it hits the House of Representatives. 
 
Also, to follow on your point about legitimate sites being wrongfully blacklisted, this system is also supposed to have a significant, adverse impact on all of our download speeds. Given we're years behind the developed world in that aspect as it is, this is a truly sobering thought. Its completely unacceptable and unnecessary.

Its got nothing to do with noticing it, or not noticing it. I'm not an idiot. I know full well that they won't start putting websites they shouldn't on the blacklist and beyond a small but noticeable drop in internet speed nothing is likely to be different when it comes to my day to day browsing. Its the simple fact that my government is scanning and limiting my access to the internet. Imagine the same situation with something like phones. The Government announces its started tracked every conversation in the country and has software that could somehow tell if you were, say, organising a robbery. In order to implement this system they planed on tapping every phone line in Australia. It sounds completely ridiculous, doesn't it. Also, you wouldn't want it in place, its a breach of your privacy rights. Something the government should never do. It would also be impractical. Only a tiny amount of the phone traffic monitored would be robbery meeting sessions and the software could never be foolproof. This is very similar to what they're doing with the internet filter. I don't want it and I don't think anyone with any sense would.

Christ, let's hope it gets turned around in parliament, I can't see the coalition voting for it, I HIGHLY doubt the Greens will, but that bloody Family First tosser might. And no, our Governor general won't do jack to save us, I haven't seen her do anything at all. I hope people are realising how much of disaster Labor has been in every area, they have done nothing right, lied to us, made Australia backrupt for the next 30 years and have the gall to accuse the coalition of wrongdoing. It's time like these I wish Howard was back in charge. Anywho,  I have never protested in my life, but if there's ever a public demonstration in Melbourne against this thing, I'm there.

Hmm, I'm not so sure. Remember, its the ultra-conservative, right-wing, wowzer SOBs led by Abbott, Andrews (God, I hate this bible bashing prick) and Minchin calling the shots with the Coalition now. I haven't actually heard anything about the slowdown since the hooplah surrounding the filter trial itself. Of course, no ISP who is fiercely against it (iiNet) was involved in the trial to let us actually know what the real deal on the speed is. 
 
Also, might I just say, I find it hilarious that one of the things to be blacklisted is "detailed information on how to do crimes or drugs". Cause, man.. I really don't know how to take this crack I have right here. If I didn't have the interwebs, HOW would I possibly find out?

Except for the fact that it'll slow our already slow connections, yeah, I'm sure I won't notice it.
 
Slower speed = Better filter accuracy.
Faster Speed = Poor filter accuracy. (ie, why bother in the first place).
