I remember when I heard the noise during the podcast (that was my first time I had ever heard of this), I thought that it could be some base that was forgotten by the military and was simply continuing to do what it was meant to do. Then, I heard the part about it having moved to another location.
Kinda reminds me of that radio/TV signal that gets broadcast in Japan when an earthquake over a certain size gets detected... but this being one that goes on constantly :s
Its things like this and the Bloop that make me feel awesome inside. Its so nuts that there are still things on earth that are 100% un-explainable. Fucking awesome.
@Tomzombie: I've never even heard of this and it's right up my alley! So there are no explanations or rumors as to what this military station is possibly about?
Edit. I just skimmed through the PDF you posted. I'm still confused and a little creeped out by it all, but it's still awesomely interesting nonetheless.

That one seems to be just a test of the stations of some kind. male voices are operators of different stations, one of whom is a major lieutenant (Starshii Praporchic is the Russian term, it's not really a lieutenant but I don't quite know about american army ranks). Female voice seems to be someone who checks if the test went successful. As I gathered each station got a "control call" and had to report to the lady about receiving it. You can also hear a few names but nothing major.

The fun of this sort of thing is simply that it's unknown. I suspect that most people would be pretty let down to find out that it was just used for encrypted communication of simple messages for the Russian military. While that's kinda cool, it's not as neat-o as some of the wild conspiracy theories and such that have revolved around it for decades.
After listening to the Bombcast today at work I fell hard into the Internet deep with regards to number stations, their transmissions and purpose. The most interesting thing I read regarding "The Buzzer" is that it actually might be functioning as both a standard number station for spies and operatives as well as part of a "Dead Man's Hand." As a Dead Man's Hand, it functions by continuously outputting sound until something major happens (i.e. a nuclear attack) and then stops transmitting the Buzzer, signaling retaliatory nuclear strikes regardless of command ... WHICH IS CUHRAZZZYYYYYY.
That's probably not it's intended purpose but gosh does it give me the heebie jeebies. Sleeping tonight is going to be difficult. Listening to some of the recordings of these number stations make me feel like I live in Silent Hill.

Maybe nuclear war, maybe something supernatural, maybe nothing at all... but we still want to see for ourselves.
In the story I've been kicking around, people become dependent on the station, in spite of their fear and disgust, because it makes everything else mundane. They want to know how far it can go, and what will happen if and when it ends.
I'm trying to wrap my head around this. Honestly, when I think of it, I believe we all have seen way too many horror movies. However, I know how fun it is to get worked up about something so I'll probably look into it later. Be extremely creepy if half the stuff I've read is even remotely true.

I had to look that up, as I don't watch Game o' Thrones, but your theory seems sound. Ice beards are the third biggest threat to humanity, right behind a mechanical Bill Murray and whatever KFC creates to outdo the Double Down.
