hmmm....that's hard, considering how strange and awkward it turns out when a game developer tries to put sex appeal in a game...
i've hardly ever been able to view a chick in a video game as hot/attractive, because they usually are so unlike a real person in terms of their personality.
the exception of course is alyx vance, who was an extremely believable character, which made it less awkward to think of her as attractive.
she definitly isn't the hottest video game character, but she is the easiest to "admire" and not feel creeped out.

I remember thinking LuLu had an amazing design and being quite attractive....And Lucia from Shadow hearts: Covenant....and finally.........Vega from Street fighter.
Kairi from Kingdom Hearts II. She's 16 in that game, which makes it OK. :P I also agree with Rikku (the FFX character), and Ashe from FFXII. Damn, Square Enix know how to make polygons looks sweet!
Elena from Uncharted. She's lovely, and manages to remain feminine while still being tough, and maintaining a great sense of humor. Nariko would be a distant second...Not much sense of humor there, although she's nice to look at. :P
