It clearly said on every news story about it that this was not the launch of the new dashboard, they were just preparing the servers for the update later on in the year.

Still can't play today either really, theres a problem with gaining EXP for some reason.
And this prep update was nothing new, it's been done several times but never took a full day. It's so the servers can handle millions of people downloading something of that size at once.
