it depends what weapon they have.  Sniper rifle makes them a sniper, someone with a knife in a corner that chases someone when the walk by is a camper.

A camper will ususally only kill me once before I get him. I use sniper all the time but I use it pretty aggresively like a assault rifle but with one shot one kill abilities.

In games, a sniper is someone who camps in a strategic area with his weapon of namesake, usually in such a place that provides both cover for him, but also a good surveillance of the battlefield. A camper is someone who sits hidden in a corner that often needs exploits or devoted attempts to get into and shoots anyone who haphazardly happens to stumble into their vicinity.

I see snipers and campers as two different types of player.  
 
Sniper: Someone who sits at range with a scoped rifle intended for long range work. Generally not suitable at close range. 
  Camper: Someone who hides with an assault rifle or SMG. Owns at close and medium range.

In a game a good sniper knows to stay mobile. If you "camp" as a sniper in the same spot people will know where you are. If you stay mobile and just pop a few kills per location, you're sniping, not really camping at all.

I'd say:
 
A sniper peaks out of his nest - meaning he is inside  a room looking out of the window.
 
A camper is looking inside his nest - meaning sitting inside a room guarding the door.
